Sustainable procurement
The contracting for the provision of goods and services is a common practice for governments. The Principles for the Property Services Industry (“Principles”) is a responsible contractor policy that promotes sustainable practices in the property services industry through government procurement.
The parties to the principles
The Principles is an agreement between the Building Services Contractors Association of New Zealand (BSCNZ), the Property Council of New Zealand, and the Service and Food Workers Union that aims to establish sustainable practices in the property industry.
The Principles document represents the interests of tenants, owners, cleaning contractors, and employees. Its vision is a better quality cleaning industry and certainty of labour costs. The parties made a commitment to an industry where clients receive and pay for good service, where providers bid and win work based on fair contracting principles and reasonable reward; and where cleaners enjoy sufficient hours, fair pay and safe conditions.
Government procurement
From April 2008 all government departments were required to recognise the Principles in their procurement of property services, for instance, departments must contract for cleaning services only with providers who are current members of the BSCNZ. The BSCNZ has given undertakings that it will maintain membership application and approval procedures that are objective, non-discriminatory, transparent and expeditious.
